Observation

Regarding allegation that she failed to report impaired caretakers transporting children, she stated that she didn't believe this was true. She stated that while she heard through community members that they (a certain mother and her boyfriend) may use/abuse alcohol and drugs, she stated she never saw this firsthand and only knew mom was on antidepressants. She denied allegation. She said boyfriend didn't drive and mother always appeared OK to her. However, she previously stated to LD CPS worker Danielle Armanza that the mother once showed up under the influence and transported the children home. It appears more likely than not that this occurred. VALID
